Vintage Ingersoll-Rand Impact Tool Wrench (LOCKED NEEDS REBUILD)

Cleaned it up and put the compressed air to it to find that it does not spin, switch is also stuck.  How extensive the rebuild needed is or if salvageable is unknown.
